My challenge with this is flexibility... I can't get under the ball there without falling over forwards. The only way for me to get under the ball is to throw the ball higher than the shoulder shrug allows...

Any suggestions?

Focus on your hip flexibility,there is an exercise that you can do that will increase the range of motion in your hips.

Side Lunges, Under bar
1. Setup a bar on a smith machine, squat rack or anything that you can adjust about hip or waist level.
2. Stand side ways to the bar
3. Step under the bar, in a side lunge motion. (make you motions as smooth as possible)

you can also preform the opposing muscle group by stepping over.

Increased difficulty by holding a medicine ball or a dumbbell.
